The Victorian Essential Service Commission (ESC) is a leader in developing and enforcing strong consumer protection and hardship frameworks in the energy and water sectors. PCLC made a submission to the Essential Services Commission Act Review calling for toll roads to be treated as an essential service like water and energy, with similar protections and support for people experiencing hardship.
